George Sze

Principal Mechanical Consultant

 

 

As a Professional Engineer (Mechanical) with more than 40 years of experience in mechanical building services, Er. Sze worked with Singapore Public Works Department (PWD) from September 1971 to March 1999 and then CPG Consultants Pte Ltd (CPG), the corporatised entity of PWD, from April 1999 to August 2011. Over the 40 years, he held various senior positions including Senior Executive Engineer (Air-conditioning), Chief Mechanical Engineer and Director (M&E) in PWD as well as Senior Vice President (M&E) and Senior Consultant (Mechanical) in CPG. Er. Sze is currently in practice with Asia Tech Associates Pte Ltd.

 

Er. Sze has successfully managed numerous major projects and led design and construction teams to timely completion of such projects and within budget.  These include the New Phoenix Park (MHA Headquarter Complex), MOE HQ Building, MITA HQ Building, Police Cantonment Complex, New Parliament Complex, MFA HQ Building, Environment Building, the retrofitting of National Development Building, Revenue House, Kandang Kerbau Women and Children’s Hospital, The Treasury, Immigration and Checkpoint Authority (ICA) Building, Civil Defence Academy, New Civil Service Institute, Jurong Island Road Link, New Woodlands Checkpoint and Tuas Checkpoint. Among these projects, He has also involved with rail transit projects including Bosphorus Crossing in Turkey, A&A to Underground MRT Stations and Revamp of Commercial Areas of SMRT Stations. With Er. Sze’s project management experience, he is well qualified to lead large teams to successful completion of any infrastructure/building projects.

 

In his career, Er. Sze has accumulated wide knowledge on different areas of engineering skills, including indoor air quality and energy audit, mechanical building services and air-conditioning engineering.  He was sent to United Kingdom under Confederation of British Industry Scholarship in 1980 for practical attachment training with Matthew Hall Mechanical Services Pte Ltd. He has received a number of awards at the regional and national level, including the Singapore Public Administration Medal (Bronze) in 1985, Certificate of Merit from Standards Council of Singapore in 1994 in recognition of voluntary service and contribution to Singapore national standardisation programme, Long Service Award from Ministry of Home Affairs in 1998 for voluntary service to National Fire Prevention Council, ASHRAE Chapter Technology Award for Police Cantonment Complex in 2002, ASHRAE Regional Technology Award for MOE HQ Building in 2002 and Long Service Gold Medal for 10 years’ service as Council Member of the Institution of Engineers, Singapore in 2003.

 

Er. Sze specialises in air-conditioning and mechanical ventilation systems and is actively involved in energy conservation studies and improvement of indoor air quality. He presented a number of technical papers locally and in the region on these subjects which included “Singapore Case Studies Parametric Energy Analysis Using DOE-2 Computer Code” at ASEAN Conference on Energy Conservation in Buildings in Singapore in May 1984, a Country Paper on “Energy Standards and Development in Singapore” at Regional Seminar on Energy Efficiency Standards for Commercial Buildings in Asia and Related Legislation in Bangkok in November 1996 and “Application of Air Flushing System to Improve Indoor Air Quality” at Asia Pacific Conference 2003 on Built Environment in Hong Kong in November 2003. He co-authored with Er. Lek Siang Hwa an article on `Hospital HVAC Design: A Challenge for IAQ, Energy Recovery and System Reliability’ which was published in Air Conditioning and Refrigeration Journal of Indian Society of Heating, Refrigerating and Air Conditioning Engineers (Vol. 5 No. 3, July – September 2002).

 

Er. Sze has contributed significantly to the Singapore engineering community. He was President of ASHRAE Singapore Chapter in 2003-2004. He has been a council member (included being the Hon. Secretary from 1988 to 1990) of the Institution of Engineers, Singapore for a total of 10 years.  He has served as external examiners and advisory/consultative committee members for various tertiary institutions in Singapore. He was the Domain Expert of Air-conditioning and Mechanical Ventilation Systems for Singapore’s National Productivity and Quality Specifications (NPQS). He was a Neutral Evaluator of Singapore Mediation Centre from 2006 to 2012. He regularly chairs interview panels for the Singapore Professional Engineers Board (PEB) and currently a member of PEB’s Examination Committee.

 

Retrofitting Projects

  • Project Mechanical Lead and Coordinator for Retrofitting of MND Complex with new mechanical systems while the building is partially occupied from November 1987 to December 1990. Experienced in construction management and careful co-ordination of complex renovation project that required some parts of existing mechanical systems in operation to serve the floors that were still occupied.

  • Staff Consultant of the Asian Development Bank (ADB) for the Upgrade and Rehabilitation of Central Air-conditioning System of ADB HQ Building in Manila, Philippines in 2012, involving space assessment, detailed analysis, technical evaluations and provision of schematic design and specifications for the upgrading and replacement of existing chiller plant, air handling units, fan powered units and cleaning of air conveyance system.
     

Restoration Projects

  • Project Mechanical Lead and Coordinator for restoration projects, MITA HQ Building and Singapore Art Museum where the mechanical systems are not allowed to exposed or seen from the exterior of the building. Careful planning and co-ordination with the architects is essential to ensure that the URA requirements are complied with and yet the performance of the mechanical systems such as cooling tower and air-cooled condensers is not adversely affected.
     

Rail Transit Projects

  • Project Leader of CPG M&E Team involving planning, coordination and project management for Bosphorus Crossing Project, Turkey from 2003, A&A works to Underground MRT Stations (2002 to 2004) and Revamp of Commercial Areas of SMRT Stations from 2003.
     

Indoor Air Quality & Energy Audit / Rehabilitation Projects

  • Lead Consultant for indoor air quality (IAQ) retro-commissioning and rehabilitation audit of mechanical services at the Asian Development Bank (ADB) Headquarters Building in Manila, Philippines, 2002. Experienced in thorough investigation and analysis of existing mechanical systems and making workable improvement recommendations.

  • Lead Consultant for the design and implementation of the follow-up project “Security Protection of Outside Air Intake, Rehabilitation of Mechanical Ventilation and Air-conditioning System and Central Chillers Installation at ADB HQ Building”, 2003 - 2007.

Project Management

  • Well-qualified in leading teams of M&E engineers to the successful completion of mega complex projects including Checkpoints [Woodlands and Tuas], Ministry Headquarters [MOE, MHA, MFA and MITA] and New Parliament Complex.
